The NIH Manuscript Submission (NIHMS) system now accepts submissions from users who have an NIH MyNCBI account. This account enables "third parties" such as administrative personnel and graduate students, with permission from the author, to deposit NIH-funded manuscripts into PubMed Central. Previously, only NIH investigators who had Electronic Research Administration (eRA) Commons accounts could submit manuscripts to the NIHMS system.

A new MyNCBI account can be set up during the NIHMS login process or by visiting the MyNCBI homepage. Details of the submission process are available in the NIHMS FAQ.
